השנה נושאות שלוש ערים את התואר "בירת התרבות של אירופה" : ESSEN בגרמניה, PEC בהונגריה, ISTANBUL
בטורקיה.
בירת התרבות הראשונה של אירופה הייתה אתונה ביוון בשנת 1985 ומאז שנת 1999 נושאות את התואר גם ערים שלא ממוקמות ביבשת אירופה.
השיקולים של האיחוד האירופאי בבחירת הערים הזוכות לתואר נוגעים למורשת ולחיי התרבות של העיר, איכות ומגוון תוכנית האירועים המתוכננים בעיר בשנת ההכתרה וכן החוסן הכלכלי הדרוש ליישום תוכניות העיר.
שיקולי האיחוד האירופאי בבחירת העיר איסטנבול : מיקומה הגיאוגרפי של העיר הפרוסה על פני יבשות אסיה ואירופה, מורשת התרבות בת אלפי השנים וכן היותה של איסטנבול עיר דינאמית ותוססת .
